Using Site Collection App Catalogs might be practical when the company wants to let a few site collection admins to use the ShortPoint App.
Please, keep in mind, that it does not influence on the New Upgrade and rollback processes. If the upgrade/rollback or enabling/disabling Auto Upgrade is done on one site collection, it will affect all the site collections.
If you use Site Collection App Catalogs only to control who can add the ShortPoint app to specific site collections, you may restrict their permissions on Tenant App Catalog.
