You still can upload the ShortPoint app to the site collection app catalog to control who can add and install ShortPoint in specific site collections.

ShortPoint SPFx package needs to be uploaded to App Catalog in Office 365 SharePoint environment.
There are two types of App Catalogs in SharePoint:
- Tenant App Catalog
- Site Collection App Catalog
The following table explains the differences between the two to help you out decide which one is good for you.
