What permissions are required to create a SharePoint Company theme using ShortPoint Theme Builder?

When you are a SharePoint Administrator for your organization’s Office 365 tenancy, custom themes you created in ShortPoint Theme Builder will be added automatically as a new Company theme in the SharePoint settings Change the look theme selection.

If you are a Site Collection Administrator, you will still be able to customize and publish themes through ShortPoint Theme Builder but it will not appear as an option in the SharePoint Settings Change the look theme selection panel.
