No, only color palette settings will be published to associated site collection as ShortPoint internally is using SharePoint site theming. ShortPoint needs to be installed separately (just like any other site collection) on all of the associated site collections.
Will all ShortPoint Theme Builder settings be published to associated site collections from hub sites?
