Yes, non-ShortPoint users can edit SharePoint OOTB web parts content and the content within the ShortPoint content-holder Design Elements (such as Panel, Accordions etc.).
Nevertheless, they will not be able to edit ShortPoint Design Elements: the Insert/Update button in the settings of the Design Elements is disabled for non-ShortPoint users.

- This is the Link, a SharePoint OOTB web part which can be updated. Non-ShortPoint users can edit/update/add/delete the SharePoint OOTB web parts.

Non-ShortPoint users cannot reconnect the ShortPoint Design Elements to another SharePoint list/library as it requires to hit the Update button to save these changes. Yet, non-ShortPoint users can update the information in the existing list through editing/adding/deleting the items in the SharePoint List/Library. The connected Design Element will dynamically update (unless the caching in the Design Element settings is enabled).
