You Get Error "The Site Collection Cannot Be Created Because the Limit of 0 Site Collections Has Been Reached"

Issue

While creating App Catalog Site Collection, you receive the following error:

The Office 365 subscription you have, does not cover SharePoint Online license which will restrict you from creating new site collections:

Please change the type of your license.

To be able to create new site collections, you need Office 365 Business Premium, or any type of Office 365 Enterprise subscription.
