Does changing domain name for SharePoint 2019 affect ShortPoint installation and/or its usage on the site?

No, you will be able to use ShortPoint on your site(s) without any issues after changing the domain name for SharePoint 2019 On-Premise. 

It does not affect ShortPoint SPFx app functionality.
